Morocco military plane crash kills 78

        

At least 78 people have been killed in a Moroccan military aircraft crash into a mountain in the south of the country, the army has said in a statement.

The army said three other people were severely wounded in the crash, in what is thought to be one of Morocco's deadliest air disasters in years.

The C-130 Hercules aircraft crashed in Guelmine, just north of the disputed Western Sahara territory.

The army blames the accident on poor weather.

The plane was carrying 81 people: nine crew members, 60 troops and 12 civilians.

State Department ‘insists’ on guards for US vessels

Assistant Secretary of State turns to ownersfor input over measuresto fight piracy

A SENIOR US official has told Hong Kong shipowners that the US now “insists” that all US-flagged ships carry security personal, whether armed or unarmed, to defend against pirate attacks in the latest sign that international approval of armed guards is becoming the de facto norm.

The comment came in a meeting between Assistant Secretary of State for political and military affairs Andrew Shapiro and members of the Hong Kong Shipowners Association during a visit by Secretary of State Hillary Clinton to the Chinese territory yesterday.

According to Arthur Bowring, managing director of the Hong Kong Shipowners’ Association, the US requested the meeting. He said Mr Shapiro “wants more focus by [the State Department] to find out what’s happening, what’s best to do”. He added: “He was given the job to talk to people about what the industry thinks.” Mr Bowring was accompanied by a local shipowner and head of a shipmanagement firm.

In a wide-ranging discussion, the Hong Kong representatives gave a nod to current proposals for UN “blue berets” to serve as armed guards onboard as an alternative solution to using private contractors, but he noted that the number of UN peacekeeping forces necessary for such a project would make it difficult to enact.

However, one advantage of UN deployment would be legal protection of masters and owners. “Our concern is that without the UN behind this the master and the owner will be liable if someone gets shot,” said Mr Bowring.

The shipowners group also warned that it was becoming increasingly difficult for owners to afford insurance premiums amid a declining rates environment as ransom levels continue to escalate. They urged that naval forces currently deployed to defend ships against pirate attacks use more “proactive, intelligent naval engagement”, such as the use of smaller, faster vessels to engage pirate skiffs. They warned that the danger of kidnapping or violence in piracy incidents had made it increasingly difficult to recruit seafarers.

Concerned over the proliferation of private security companies, the group urged the “development of a legal framework that would alleviate and make clearer the potential liability of master and owner that could be used as a guideline for adoption by flag states”.

Norway passed legislation on July 1 that defined a legal framework for the deployment of guards, including guidelines on vetting and establishing what types of weapons could be allowed under Norwegian law. The UK’s shipping minister recently said that the government should draft similar legislation for UK-flagged vessels.

A US recommendation that owners use private armed personnel increases the likelihood that the US will back similar legislation, adding momentum to what is becoming a global push to give shipowners the legal tools that make deployment feasible. In the meeting, Mr Shapiro outlined an intensifying US drive against pirate networks, noting that two Somali facilitators in kidnap negotiations had been seized and taken to the US for trial this year.

The first was in connection with the murder of four US citizens following the pirate attack on the sailing vesselQuest in February, and another involved a Danish vessel carrying US cargo.

Mr Shapiro told the Hong Kong group that since there were relatively few facilitators, more seizures could be an effective deterrent against pirates.

Mrs Clinton requested a review of the US counter-piracy policy in the wake of the Quest killings, and urged the exploration of non-military options such as targeting pirate leaders and organisers onshore, according to testimony by Mr Shapiro to the US Congress on June 15.

“We intend to work with our international partners in the coming months to go after the smaller number of criminal conspirators who provide leadership and financial management of the pirate enterprise, with the objective of bringing them to trial,” Mr Shapiro told the House Committee on Foreign Affairs.

Mr Bowring described the meeting as positive. “What we got across is the emotion,” he said, noting that piracy is at the top of the agenda at every Hong Kong Shipowners’ Association meeting.

“It’s extremely good news that the State Department is now engaged.”

 
 
 

Seafarers praised for postponing strike action

Crews are protesting against pension cuts as government strives to reduce Greek deficit

PASSENGER shipping interests in Greece have called on the government to find solutions to seafarers’ demands before the sector is hit by further strikes.

The Panhellenic Seamen’s Federation gave assurances at the end of last week it would not call fresh strikes that could throw ports and island ferry traffic into chaos during the peak summer holiday period.

The pledge followed lengthy talks with alternate minister for development, competitiveness and shipping Haris Paboukis and a vote by the labour federation’s ruling council that resulted in a two-thirds majority in favour of postponing strike action.

But general secretary of the federation John Halas said the council will convene again at the end of August to review the matter.

“We will see to what extent the awaited solutions have been delivered,” Capt Halas said.

Cruise and ferry interests had feared the outbreak of a new seafarers’ strike on top of the disruption wrought at terminals by striking taxi drivers in recent days.

The seafarers’ decision not pursue action that would have caused maximum disruption to the country’s tourism industry received widespread praise.

Seafarers are protesting against a 6% cut in pensions going back to the start of this year and a cut in treasury support for the national Seamen’s Pension Fund.

The fund’s budget deficit, projected this year to reach about €1.2bn ($1.7bn), is generally covered from state coffers, but with Greece fighting to shore up its economy, the government has opted to lop €100m off support for this year.

The move appears sure to further reduce pension packets, but estimates on the scale of the cuts differ widely.

Unions are also aggrieved pensions have not been adjusted recently in order to maintain 70% parity with the minimum wages of active Greek seafarers.

Employers’ union, the Association of Greek Passenger Shipping Companies, said it had a tradition of supporting “the just demands of seafarers and especially those retired from the sea”.

25,000 jobs saved as YRC restructure goes ahead

Fresh investment and new CEO and management team rescues threatened US trucking giant

 

A plan to restructure US trucking giant YRC Worldwide (YRCW) and save over 25,000 freight jobs has been successful.

At the end of last week, the debt-riddled trucking company finalised a comprehensive, US$500 million plan that infused new capital, created additional liquidity, reduced debt and installed a new CEO and board.

The transaction which included, among other elements, the conversion of preferred shares into common shares, provides a large boost in liquidity via a $100 million new money investment as well as expanded availability from the company’s asset-based lending facilities.

Teamsters General President Jim Hoffa said: “The completion of the restructuring is a significant accomplishment in our efforts to preserve good jobs. Make no mistake, this transaction will help strengthen YRCW and, most importantly, save more than 25,000 Teamsters’ jobs at the company.”

As part of the transaction, the Teamsters Union and the Teamsters National Freight Division (TNFINC) have negotiated a 25% ownership stake in YRCW for Teamster members.

New YRCW CEO James Welch said: “This restructuring gives YRC Worldwide the liquidity and flexibility to refocus on its historical strengths: unparalleled customer service and transport excellence. Those are the attributes that made YRC Worldwide the market leader and they will be the focus of this company again under my leadership.”

Танкер Hartzi стоит на скагенском рейде уже третий месяц. Его владелец — кипрская компания Admibros  Shipmanagement задолжала за топливо уже $275 тыс. На судне, ходящем под мальтийским флагом, находится смешанный российско-украинско-филиппинский экипаж (12 россиян, три украинца и четыре филиппинца). Дальнейшая судьба танкера неясна.

— Ситуация с водой и пищей на судне тяжелая. Ставим в известность, что команда не получила зарплату за февраль и март этого года, а один из членов команды — даже за январь. Между тем у части команды контракты закончились, и люди уже потеряли всякую надежду на то, что деньги будут им возвращены. Просим помочь в получении задолженности и возвращении на родину — так звучит обращение экипажа танкера Hartzi в Международную федерацию транспортных работников (МФТ).

— Ситуация в сфере танкерных перевозок сейчас очень тяжелая, — рассказал главный редактор интернет-издания «Морской бюллетень — Совфрахт» Михаил Войтенко. — Высока конкуренция плюс подорожало топливо. Судовладельцы пытаются справиться, но удается не всем и не всегда.

Как заявил «Известиям» гендиректор Admibros Крис Кристофидис, еда и вода будут доставлены морякам уже 27 июля. Но ситуация с заработной платой пока неясна.

— Компания сейчас ведет переговоры с банком, и есть надежда, что в конце этой недели они придут к соглашению, — рассказал «Известиям» пресс-секретарь МФТ Сэм Доусон.

ITFs president Paddy Crumlin og generalsekretær David Cockroft har i en melding til den norske arbeiderbevegelsen uttrykt sine følelser, og meldinger om støtte og kondolanser har kommet fra medlemsorganisasjoner.

ITF har opprettet en egen nettside for å hjelpe dem som ønsker å uttrykke sin solidaritet med det norske folk etter grusomhetene, som ikke bare var et angrep på uskyldige ofre, men også på verdier som toleranse og samhold, som er kjære verdier for Norge og nordmenn.

- I og med at politiet ikke har sluppet alle navnene ennå, har vi ikke full oversikt. Men vi vet at vi har medlemmer som er savnet. Vi regner med å få en videre tilbakemelding i morgen, sier kasserer Anita Busch i NTL.

Meningsløst

NTL hadde to representanter fra studentutvalget som vervet nye medlemmer på AUFs sommerleir da ungdommene ble angrepet. NTLs forbundsleder John Leirvaag opplyser at de to overlevde skuddramaet på Utøya.

- Men vi vet at medlemmer har omkommet, uten at vi nå kan si noe om omfanget, sier Leirvaag.

***Crew released from 'ship of shame'

Some of the released crew from the Panama-flagged Most Sky.

The crew of a ‘ship of shame’ that has been detained in Birkenhead for more than eight months are finally going home - thanks to intervention by Nautilus/ITF inspector Tommy Molloy.

The Panamanian-registered general cargoship Most Sky has been held in the port since 8 November last year when an inspection revealed problems including unpaid wages, no fresh food onboard, no heating, unsanitary showers, toilets and galley spaces, and engine problems.

‘We were appalled when we saw the state of the vessel and the conditions onboard,’ says Mr Molloy. ‘There was no food onboard and the crew claimed they had not eaten properly for weeks. The Maritime & Coastguard Agency was so concerned it detained the vessel on a number of counts, and it has remained under detention ever since.’

Eight weeks after the ship was detained, the ITF managed to secure a settlement for eight Turkish crew who wanted to be repatriated. Early in December, the owners flew in a new crew from Georgia who believed they were joining a ship that was about to sail.

 

 

Mr Molloy says the seafarers were employed on a ‘miserable’ contract that worked out to barely £2 an hour for a 48-hour week – and even less if they worked overtime. Most of the crew have been forced into serious debt because of the non-payment of their wages. But they are now able to go home after a negotiated settlement and repatriation was reached following the arrest and sale of the vessel by Peel Ports.

Mr Molloy says the case highlights once again the failure of major flag states to take responsibility for abandoned crew members. ‘It is difficult to know what is worse - the fact that the crew can be abandoned so easily and their families be put through such hardship, or the fact that the shipping establishment that is supposed to protect them can simply ignore their plight as though they don’t exist,’ he points out.

Mañana, miércoles 27 de julio, representantes de la compañía aérea Ryanair tienen previsto reunirse con altos cargos de la Diputación General de Aragón y del Ayuntamiento de Zaragoza para analizar el conflicto generado por el impago de las subvenciones que recibe la aerolínea por lo vuelos de bajo coste desde la capital aragonesa. CCOO pide soluciones para el mantenimiento de los vuelos de la compañía.

Para el sindicato el transporte aéreo debe ser entendido como un servicio público para la ciudadanía y como tal debe ser atendido por los poderes públicos fomentando su actividad y calidad.

El aeropuerto de Zaragoza logró en el año 2010 un incremento en el número de viajeros del 14,7% con respecto al año anterior, alcanzando una cifra de 605.912 viajeros, según fuentes de AENA. Más de una tercera parte de estos viajeros corresponden a vuelos de la compañía Ryanair por lo que para la organización sindical su desaparición provocaría un retroceso en la actividad del aeropuerto que afectaría gravemente a al personal de la compañía y a otros servicios que se benefician de dicha actividad como hostelería, taxis, autobuses, servicios auxiliares aeroportuarios, etc., que se verían directamente perjudicados por esta decisión.

CCOO no entra a valorar la necesidad o no de mantener las subvenciones, pero insta a las partes implicadas a buscar soluciones en beneficio del mantenimiento de los puestos de trabajo directos e indirectos que la actividad aeroportuaria lleva aparejada.

The International Transport Workers’ Federation (ITF) will coordinate a workshop on ‘climate change’ as part of the IFWEA Conference. The ITF is a global union federation which brings together over 600 transport unions around the world.

Social movements, including the international labour movement, have begun to mobilise in response to the climate change threat. However, to build the power and capacities of these movements, there is an urgent need for comprehensive political education – education capable of transforming the basic climate change concerns of different social groupings into a critical consciousness of the deep changes in society which are necessary. The workers’ education movement can play a role in spearheading this initiative, and as a first step, ensure that educators and trainers have the knowledge and skills necessary to facilitate climate change education.

The main aim of the workshop is to develop a conceptual framework for an IFWEA pilot “training of trainers” course on climate change. With input from local and international activists, delegates will have an opportunity to deepen their perspective on the nature of the problem and the responses which are required. A wide range of issues will be covered from the science of climate change to its potential impact to the transformations which are necessary to prevent serious global warming.

Delegates should begin to think about:

  • What should be the main pillars of a political education programme on climate change?
  • What skills and capacities do trainers need to run political education on climate change?
  • What are the possibilities and difficulties with developing an online course? Are there other methodologies and/or technologies which should be considered?
  • Is there a need for an IFWEA network of affiliates interested in climate change? What should be its role and how can it be built?

Based on these questions, delegates will develop concrete recommendations to be debated and adopted by the IFWEA Congress.

The Maritime Union of Australia extends its deepest sympathy and solidarity to the people of Norway at this time of national mourning.

The bombings in Oslo and shootings on Utoya Island are a deep tragedy that have shocked the global labour movement.

Right across the world people have been shocked and distressed by the attacks on Norway, its people, its democratic institutions and on the Arbeiderpartiet - the Norwegian Labour Party.
 
That the attack on Utoya Island was targeted at young people – all under the age of 25 – makes such an an event even more incomprehensible.
 
Many of those attending were part of the Norwegian trade union movement, and shared the values we all hold dear. There is no place in a civilized world for such a barbaric act.
 
At this terrible time for members of the Arbeiderpartiet, and their youth organisation the Arbeidernes Ungdomsfylking (AUF), many MUA members have expressed their grief and sorrow as the tragedy unfolded before us.
 
We join with our union and political comrades around the world in sending our deepest condolences. The MUA offers any assistance we can provide, a sentiment we know is shared by our members.
 
The atrocity will be felt most sorely by those closest to it. Our thoughts and wishes are with the family and friends of victims.

The political motivation behind the attack is particularly disturbing. MUA members stand shoulder to shoulder with Norwegian trade unions in condemning the repugnant ideology behind these attacks.

Norway's labour movement has been an exemplar to trade unions around the world.

We have no doubt that the same spirit of solidarity that has given Norway's working people some of the the world's best living conditions will help you through this current tragedy.

ICSW launches new report on seafarers' access to portwide WiFi & WiMax

PORTS ARE COMPROMISING SEAFARERS' COMMUNICATION NEEDS BECAUSE OF COST AND SECURITY CONCERNS

 

A report published today by the International Committee on Seafarers' Welfare (ICSW) has found that seafarers' access to the latest communications technology is taking a back seat because of high investment costs and ports' concerns about security.

 

Developments in New Technology & Implications for Seafarers' Welfare was commissioned by ICSW in order to learn more about how port-wide WiFi and WiMAX are helping seafarers to maintain closer contact with home, which is one of the top welfare concerns of seafarers.

 

Globally, WiFi has become widely used as an affordable means of connecting to the internet within close range of a WiFi access point but it has a smaller range than WiMAX. WiFi typically offers a maximum range of 50m indoors and 100m outdoors while WiMAX provides wireless reception over greater distances. Many expect WiMAX to replace broadband accessed through phone lines, cable and DSL, thereby popularising broadband access in the same way that mobile phones have transformed telecommunications.

 

Thirty two percent of respondents have port-wide WiFi and 10 percent had port-wide WiMAX. Of those ports with port-wide wireless networks, 58 percent allowed seafarers access to the networks and 38 percent gave seafarers access for free. Just 26 percent of ports without port-wide access reported having plans for this technology in the future.

 

The main reason cited for not having port-wide wireless technology was a lack of demand (50%), followed by concerns about security (28%) and the cost of installing and operating port-wide wireless networks (28%). Concerns about security was also the main reason for not allowing seafarers access to existing networks amongst those that do already have port-wide access but do not currently provide universal access.

 

Concerns about cost in some cases appear justified, with some larger ports reporting that to implement this technology across their acreage would cost in the region of 10 million euro. However, concerns about the impact that providing port-wide WiFi or WiMAX would have on the income generation of charity funded seafarer centres is more worrying:

 

Roger Harris, Executive Director of ICSW said "Providing cheap and easy access to the internet and email enhances the welfare of seafarers and supports recruitment and retention to the sector. Most of us would find it unthinkable these days to exist without the internet - we rely on it to stay in touch with friends and family, keep our affairs in order and enrich our lives. Seafarers deserve the same benefits. The industry is facing a global skills shortage and young people considering a career in the maritime industry will undoubtedly be put off by not being able to get online when they're in port."

 

Dr Olivia Swift, Research Associate at Greenwich Maritime Institute, added: "This report isn't suggesting that there's one technology that will be viable in every port. But it does suggest that problems associated with port-wide wireless networks can often be resolved."

 

The research did find some exceptional models of success, including the Port of Antwerp, the Port of Singapore and the Port of Kandla and ICSW will use the findings of this research to encourage improvements in the sharing of knowledge and experiences between ports. It will press ports and welfare organisations to work together to find ways to use technology to meet both the welfare needs of the seafarers and the commercial interests of the port and call on shipping companies to demand greater investment in these technologies.
